The UNICEF programme aims to improve equitable access to education in Mozambique, focusing on districts severely impacted by natural disasters and conflict. Cabo Delgado and Sofala provinces, particularly affected by climate-related disasters and ongoing conflicts since 2017, experience significant educational inequities, especially among displaced children and rural communities. High illiteracy rates and school dropout levels, exacerbated by extreme poverty, are key challenges. The programme seeks to address these issues through targeted interventions such as teacher capacity building, improved school governance, and innovative learning approaches, focusing on marginalised populations, including girls and children with disabilities.

The evaluation utilises a mixed-methods quasi-experimental Difference-in-Difference (DiD) approach to assess changes over time between treatment and control groups. This method allows for an accurate analysis of the programme’s impact on key educational outcomes, reducing potential biases. Data collection involves quantitative surveys with students, parents, and teachers, as well as qualitative methods such as interviews and focus groups with stakeholders. The study integrates gender and inclusion-sensitive approaches, ensuring that marginalised voices are heard. By combining quantitative and qualitative data, the evaluation offers a comprehensive analysis of the programme’s impact, highlighting lessons learned to inform future interventions in Mozambique's most vulnerable areas.
