André holds PhD in agricultural and development economics from the University of Bonn in Germany (Center for Development Research, ZEF). He has work experience in the broader fields of international development and business competitive intelligence in Brazil, Uganda, and Tanzania and his competencies are in international trade, rural development, and domestic revenue mobilization.
